Accessibility related changes

Below are the points that need to fix
  1. Header structure changes
  2. Article tag convert into the div
  3. The logo should in the H1 tag and page title be in the H2 tag Savita will explain to you why we will not do
  4. Announcement notices &event background change:
  5. The main menu expands on click 
  6. Gallery folder convocation alt tag fixes 
  7. Homepage popup focus 
  8. Footer: footer menu and copyright section should come in the footer section 
  9. Remove the entry header and entry footer
  10. Footer menu should have a menu section title 
  11. add counting in pagination (ex slide 1,slide 2)
