ABOUT ILS LAW COLLEGE, PUNE
Establishment of the Law College in 1924 by the Indian Law Society was indeed a breakthrough in Indian Legal Education. With its illustrious history and heritage, the institution has contributed immensely to the growth of the legal profession and has upheld its tradition of producing meritorious legal scholars who dedicate themselves to public service and law reform. The generations of distinguished legal luminaries who have been nurtured by this unique institution have made seminal contributions globally to the evolution of the esteemed field of Law.
Three Chief Justices of the Supreme Court, Justice P. B. Gajendragadkar, Justice Y. V. Chandrachud, Justice E. S. Venkataramaiah; Former Governor of Maharashtra K. M. Reddy, Former Defence & Finance Minister and First Chief MinisterS of Maharashtra Y.B. Chavan, Sushil Kumar Shinde and Vilasrao Deshmukh, Former Minister of Commerce, Mohan Dharia, are few of the eminent alumni of ILS Law College. The College has not kept itself limited to the academic curricula and has always incorporated innovative practices in the form of advocacy skill activities, legal aid, conferences, seminars, workshops and various other cells and centres to ensure holistic development of the students.
ABOUT THE TWO-DAY WORKSHOP ON IMPLEMENTATION OF NATIONAL EDUCATION POLICY 2022
The National Education Policy 2020 sets lofty goals for the transformation of education sector in India. The document recognizes various lacunas in the education sector such as low gross enrolment ratio, language barriers, lack of funding for public institutions, ineffective regulatory system, limited teacher and institutional autonomy, deficit in availability of research grants, lack of holistic development for students etc. as areas of concern. To address the same, it lays down a path of reforms that India will follow in the coming decades.
For higher education, the policy states that quality education must aim to develop good, thoughtful, well-rounded, and creative individuals with capabilities across a range of disciplines including sciences, social sciences, arts, humanities, languages, as well as professional, technical, and vocational subjects. The overarching aim is to enable meaningful and satisfying lives and work roles and enable economic independence for individuals.
The reforms envisaged by the policy for higher education institutions includes multidisciplinary universities and colleges, with more HEIs across India that offer medium of instruction in local/Indian languages, multidisciplinary undergraduate education based on a choice-based credit system, multiple exit and entry options for students, establishment of a National Research Foundation, and increased access and inclusion for all student within the higher education system. This includes internationalization of the education sector by inviting foreign universities to open branches in India and encouraging Indian universities to do the same.
While the reforms outlined are much needed, the policy is silent on implementation mechanisms for a number of these reforms. Holistic and multidisciplinary education forms a major thrust of the policy, however despite setting the aim of having at least one mutli-disciplinary higher education system in or near every district by 2030, there is no indication in the policy of the means to achieve this goal. The policy suggests the integration of choice-based credit system into the assessment patterns, however many facets of this integration, especially the role of BCI, remain unaddressed.
ILS Law College, Pune has long been dedicated to the cause of excellence in legal education. To further this cause, and to understand the implications of the NEP 2020 for higher education, the college, in collaboration with Savitribai Phule Pune University has taken the opportunity to organize a Two-Day Workshop on Implementation of National Education Policy 2020. The aim of the workshop is to provide a platform for consultations with all stakeholders and discuss the implementation of multidisciplinary approaches in legal education, understand the implications for curriculum development in the future, and the normative and infrastructural changes required to enable the same.
